Safeguarding, operating and settlement accounts opened alongside the application, so you trade on authorisation.

Your teamKey people in place

Candidates introduced for a Singapore-resident executive director, each assessed against the regulator’s standard.

Same dayWritten proposal

A reply within three business hours and a written proposal the same day: the licence, the requirements, the cost and the timing.

How the firm obtains the licence

  1. Scoping and proposal. The licence class, the services, the base capital and the security deposit are confirmed in a written proposal the same day, with the controllers assessed in advance, which is what moves applications through the MAS queue.
  2. Application pack. The MAS checklist documents, the business plan, AML policies and a form for each director and the chief executive, with a penetration test commissioned and high-risk findings remediated, filed in English through the MAS portal.
  3. Banking. The safeguarding arrangement with a safeguarding institution, the security deposit as cash or a bank guarantee, and the operating accounts are arranged through the firm’s relationships before the licence is granted.
  4. Regulator engagement. MAS questions are answered through one process during a waiting period the MAS puts at more than a year, with programme access through a licensed partner arranged where the business needs to trade sooner, until the e-licence is issued.

Key people, banking and technology

You will need at least one executive director who is a Singapore citizen or permanent resident, or one on an employment pass alongside another resident director.

Key peopleThe firm introduces candidates for a Singapore-resident executive director from its register of senior compliance, financial crime, risk and finance professionals, and assesses each against the regulator’s approval standard before they are put forward.
BankingSafeguarding, operating and settlement accounts, card acquiring and payment processing, arranged through the institutions that serve regulated firms, in parallel with the application.
TechnologyBespoke white-label technology for accounts, payments, wallets and card programmes, built and ready to go live with the licence.

The licence in detail

The regulator’s requirements, capital, timing, fees and the questions firms ask, from the regulator’s own publications.

Key takeaways
  • A major payment institution provides any of the seven payment services with no transaction or float limits: account issuance, domestic and cross-border money transfer, merchant acquisition, e-money issuance, digital payment tokens and money-changing.
  • Base capital is S$250,000 plus a buffer; a security deposit of S$100,000, or S$200,000 above S$6 million of monthly transactions, is lodged with the MAS before commencing.
  • The application fee is S$1,500 or the sum of per-service fees, whichever is higher.
  • There is no statutory period; the MAS states the estimated waiting period is more than a year.
  • At least one executive director must be a Singapore citizen or permanent resident, or on an employment pass with another resident director.
  • Relevant money is safeguarded by the next business day with a safeguarding institution.

Who needs the licence

A firm whose average monthly payment transactions exceed S$3 million for any one service or S$6 million across two or more, or whose average daily e-money float exceeds S$5 million, must hold a major payment institution licence. It is the licence for regional payment hubs, cross-border money transfer operators, acquirers and digital payment token service providers serving Asia from Singapore. Smaller firms hold the standard payment institution licence.

What the MAS requires

  • Legal form and location. A company incorporated in Singapore or a Singapore branch of a foreign corporation, with a permanent place of business or registered office in Singapore where the books are kept and at least one person is present to handle queries; a board with at least one executive director who is a Singapore citizen or permanent resident, or one on an employment pass plus another citizen or permanent resident director.
  • Governance. Controllers and directors fit and proper under the MAS guidelines; key individuals with payments or financial services experience; compliance arrangements matching the nature, scale and complexity of the business; independent audit arrangements and an annual audit; letters of responsibility or undertaking from the parent where the MAS requires them.
  • Technology. A penetration test with high-risk findings remediated and validated before licensing; technology risk management to the MAS guidelines.
  • Application pack. The MAS licensing guidelines, the checklist documents (company profile, organisation and shareholding charts, business plan, anti-money laundering policies, a form for each director and the chief executive) and the online application through the MAS portal, in English.
  • Capital and security. Base capital of S$250,000 plus a buffer reflecting scale and scope, and a security deposit of S$100,000 or S$200,000 as cash or a bank guarantee before commencing business.
  • Safeguarding. Relevant money safeguarded no later than the next business day by an undertaking or guarantee from a safeguarding institution, a trust account with one, or another prescribed method; breaches attract fines of up to S$250,000 plus S$25,000 a day.

Passporting and scope

The licence covers Singapore. Groups serving several Asian markets pair it with a Hong Kong stored value facility or money service operator licence and local licences elsewhere; the firm obtains each.

Why applications are delayed

The MAS cites the volume of applications for its waiting period and assesses each application on its merits: track record, financial condition, operational readiness, the holding company’s commitment to the Singapore operation, home-state supervision and the public interest. In the firm’s experience the applications that move through the queue are those with controllers assessed in advance, a business plan the MAS can test and technology readiness evidenced before filing.

Banking

A payment institution needs a safeguarding account that satisfies the regulator’s requirements, an operating account and settlement accounts in the currencies it serves. The firm arranges each through institutions that serve regulated firms in Singapore and across the EU, during the application, so the firm trades on authorisation. See banking and payment processing.

Questions firms ask

How long does an MAS major payment institution licence take?

There is no statutory period. The MAS states that the estimated waiting period is more than a year because of application volume; the firm plans for twelve to fifteen months after submission.

What is the security deposit?

S$100,000 where average monthly transactions stay within S$6 million for every service, S$200,000 otherwise, lodged with the MAS as cash or a bank guarantee before business begins.

Do we need a Singapore resident director?

Yes: at least one executive director who is a citizen or permanent resident, or one on an employment pass together with another citizen or permanent resident director.

Does the licence cover digital payment tokens?

Yes. Digital payment token services are one of the seven services; the MAS applies additional requirements to them.

Can we operate while waiting?

Only within the exemptions, or through a licensed partner’s programme. The firm arranges programme access where the business needs to trade sooner.
