What we do.

Not every business needs its own licence on day one, and some never will. A programme under a licensed partner lets a firm issue cards, open accounts for its customers and move money within months, under the partner’s permissions and oversight. We select the partner, negotiate the programme and build the compliance operation the partner and its regulator require. When the firm later applies for its own licence, the programme becomes the track record in its application.

White-label technology

Bespoke white-label platforms for accounts, payments, wallets and card programmes, built to the product and ready to go live with the licence or programme.

Partner selection

Licensed issuers, programme managers and BaaS providers matched to the firm’s product, markets and volumes, with the trade-offs set out.

Programme terms

Commercials, responsibilities, reserves, data and exit terms negotiated so that the firm can migrate to its own licence.

Compliance operation

The onboarding, monitoring, complaints and reporting the partner requires, built to the partner’s standard and run by the firm.

Scheme and processor set-up

Card scheme programmes, BIN sponsorship, processors and the certification steps to launch.

Transition to own licence

The application for the firm’s own authorisation, with the programme’s record as evidence, and the migration plan.

Agent and distributor models

Registration as an agent or distributor of a licensed principal where that model fits the product.

How we work.

  • Senior-ledEvery engagement is led by the practitioners who prepare the application and attend the regulator.
  • Same dayA reply within three business hours and a written proposal the same day: the licence, the requirements, the cost and the timing, before you commit.
  • ConfidentialYour plans, your application and any listing stay private. Clients are named only with their agreement.
  • Live workspaceEvery engagement runs in a shared workspace on Hector: documents, regulator questions, messages and progress in one place, visible to your team at every stage.

Why firms choose BCC.

  • OperatorsWe have taken firms through licensing, run regulated payments and consumer credit businesses, and signed the regulatory returns ourselves.
  • BankingSafeguarding, operating and settlement accounts arranged alongside the authorisation, through the institutions that serve this market.
  • FoundersThe firm is run by founders who have built and run regulated payments businesses, so every position is given with the launch date and the cost of waiting in mind.
  • One firmLicensing, key people, banking, compliance, technology and transactions from the same team, for the life of the regulated firm.

Questions firms ask.

How quickly can a programme go live?

Typically within three to six months of partner selection, depending on the product and the scheme certification required.

Who is responsible to the regulator under a programme?

The licensed partner holds the regulatory responsibility and sets the standards the firm must meet. The firm remains responsible to its customers and to the partner under contract.

Can we hold customer balances under a programme?

Yes, where the partner’s permissions allow it. Balances are held and safeguarded by the partner, with the firm operating the customer relationship.

Does a programme help a later licence application?

Yes. Regulators look for a credible business with a compliance track record. A well-run programme provides both.

Which markets are covered?

The United Kingdom, the EU and EEA, the United States, Canada, Australia, Singapore and Hong Kong, through partners licensed in each.
