What we do.

We obtain the FCA consumer credit licence for credit brokers, lenders and debt firms, covering credit broking, lending, consumer hire, debt adjusting, debt counselling, debt collecting and credit information services. The firm has served consumer credit businesses since 2013, including charities and retailers that offer finance to their customers.

Each engagement starts with the permission the business needs, limited or full, and the fee and timing that follow from it. We then prepare the complete application, write every policy it requires, manage the FCA’s questions and build the compliance framework the firm runs on after authorisation. For a requirement not listed here, speak to an expert: the firm’s experience across financial services covers most bespoke cases.

FCA licence authorisation

The requirements set out, the application and every required policy prepared, and all communication with the FCA managed, to the shortest realistic timeline.

Offering finance

For businesses that want to offer finance to their customers: the permission required, what it entails and the application managed end to end.

End-to-end set-up

From company incorporation to compliance and training, so the firm meets its licence and its ongoing obligations from the first day.

Compliance framework

Policies and procedures written for the firm’s own business model, meeting CONC, the Consumer Duty and the FCA’s systems and controls standards.

Ongoing monitoring

Regular audits and assessments of the framework, with improvements identified and actions tracked to completion.

Risk and internal controls

A risk management framework and internal controls aligned with the FCA’s guidance and recognised good practice.

Training

Tailored training for directors and staff on compliance, risk management and regulatory change.

Regulatory updates

Changes to the rules tracked and explained, with their effect on the business and the actions they require.

How an engagement runs.

  1. ScopeThe business model mapped to the regulated activities, the permission confirmed as limited or full, and the fee category and timeline set out in a written proposal the same day.
  2. PrepareThe application pack written: business details, business plan, forecasts, fair treatment of customers, systems and controls, compliance arrangements, and the senior manager and controller forms.
  3. Submit and engageThe application submitted through the FCA’s online system, and every question from the case officer answered with the evidence until the decision.
  4. OperateThe compliance framework, monitoring plan and training in place from authorisation, and kept current as the rules change.

Why firms choose BCC.

  • OperatorsWe have taken firms through licensing, run regulated payments and consumer credit businesses, and signed the regulatory returns ourselves.
  • BankingSafeguarding, operating and settlement accounts arranged alongside the authorisation, through the institutions that serve this market.
  • FoundersThe firm is run by founders who have built and run regulated payments businesses, so every position is given with the launch date and the cost of waiting in mind.
  • One firmLicensing, key people, banking, compliance, technology and transactions from the same team, for the life of the regulated firm.

Questions firms ask.

Do we need limited or full permission?

It depends on the main business. A retailer, car dealer or other business that sells goods or non-financial services and introduces customers to finance usually needs limited permission. A business whose main activity is credit broking, which sells in the customer’s home, which lends, collects debts or gives debt advice needs full permission. We confirm the permission in writing before the application starts.

How much is the FCA application fee?

£560 for limited permission. Full permission is £1,130, £5,640 or £11,260, set by the activity in the application with the highest pricing category under FEES 3 Annex 1. The fee no longer depends on projected consumer credit income.

How long does consumer credit authorisation take?

The FCA has six months to decide a complete application. The firm plans for two to three months after submission for limited permission and three to four months for full permission, where the application is complete from the start.

Do you manage the FCA’s questions?

Yes. We manage every communication with the FCA during the assessment, draft the responses with you and assemble the supporting evidence until the decision.

Can you run our compliance after authorisation?

Yes. We design the compliance framework, run ongoing monitoring, train staff and keep the firm current with regulatory change, as a project or on retainer.

Do our directors need FCA approval?

Yes. Authorised consumer credit firms come under the Senior Managers and Certification Regime. The senior management functions that apply depend on whether the firm is a limited scope or core firm, and we prepare each individual’s application with the firm’s.
